You may not have noticed, but Utah has the lowest percent of students in private education of the US or of most of the developed world.
The state is a complete backwater when it comes to education.
If you ever compared the finances of a private catholic school to a public school, you would realize that your statement about churches is also quite wrong. Church based schools have substantially fewer assets to lean upon than state schools.
